Sandy SmalleyCharlotte Behm - President
Charlotte brings to CVC her engineering background, community leadership experience and a passion for animals.  Charlotte has been on the Citizen Planning Committee (CPC) for the Whilamut Natural Area of Alton Baker Park for 10 years, working to ensure that our community's protected 273 acres stays a viable habitat.  As Chair of the CPC, she led the efforts to change the name of the park to honor the Kalapuyas and the placement of the Talking Stones.  As a member of the Project Design team for the I-5 bridges across the Willamette River, as well as other projects, Charlotte has worked with ODOT, city staffs and politicians on building and permitting issues.  Charlotte has 5 university degrees:  zoology (1), engineering (3), and a Masters in Business Administration.  She worked in industry and at NASA for 9 years before becoming a teacher and researcher in higher education.  Charlotte has written several grants which awarded over $800,000 for projects she led and has authored 2 books.  Charlotte lives in Springfield, loves working in her small yard which she has turned into a "micro farm", and totally adores her 3 cats:  one who came from Greenhill Humane Society and two who were neighborhood strays.

Diana Huntington - Vice President
Diana has a long history of advocating for animals.  She co-founded and facilitated the Animal Welfare Network of Lane County and the Overpopulation Crisis Coalition, both formed to bring non-profit and government animal groups together to work on behalf of Lane County's animals.  She has been a long-time volunteer for the Feral Cat Coalition of Oregon, Pro-Bone-O and the Stray Cat Alliance, as well as serving as the coordinator of the county's feral cat spay/neuter program supported by Greenhill Humane Society, the Lane County Veterinary Medical Association, Lane County and the City of Eugene.  She has masters degrees in Library & Information Science and in Teaching.  Her family includes two admirable dogs and five fine formerly feral cats.

Jackie Rice - Treasurer
Jackie brings to CVC her business management experience, including marketing research, business planning, strategic planning and human development, along with her life-long passion for animals, advanced handy-person skills and belief in the incredible power of the human and animal spirits.  She serves at PeaceHealth Oregon Region as Regional Director of Strategy Innovation and Development and is a volunteer with Pro-Bone-O.  She grew up locally and graduated from Oregon State with a BS in Microbiology and a BS in Medical Technology, followed by an MBA from the University of Oregon.  Jackie lives with her husband, four horses, two dogs and two cats on a few acres outside of Eugene.   All but the husband and one horse are rescue cases!  When she’s not mucking out stalls, she enjoys riding her horses, traveling and connecting with family and friends.

Patsy brings to CVC her ability to organize and brainstorm ideas and to get them implemented in the community, in addition to her experience as a public speaker and working with the media, including television and radio.  Patsy has worked with the local police and city council on many issues, as well as chairing several community boards and groups.  Patsy has had a varied career in politics and public efforts, including that of a director of a national organization and teaching at the college level.  She was raised on a ranch where she developed from the beginning a great respect and love for animals.  Patsy serves on the boards of the Stray Cat Alliance and Habitat for Humanity.  She has three university degrees, including a masters degree in Health and Science, and she is a professional artist and a writer of fiction.  Along with two other women, Patsy recently opened a print studio and gallery, Tres Amiche.  She lives in south Eugene along with three Golden Retrievers and a Persian cat.

Janetta Overholser
Janetta brings to CVC her amazing ability to organize and work throughout the community to advocate for animals and to promote the need for spay /neuter programs. Janetta regularly attends the Humane Society of the United States Animal Care Expo and is constantly seeking information about programs for animals that can be used as models for Lane County. Janetta is an original founder and currently serves as President of the Humane Society of Cottage Grove, which raises funds to provide financial assistance to low income families for spay / neuter procedures, and transports homeless animals to other shelters for adoption. She participates in Overpopulation Crisis Coalition, served on the Lane County Animal Regulation Authority Task Force, and consistently gives public comment at city and county government meetings and contributes editorials and radio interviews relating to animal issues and codes. Janetta resides in Cottage Grove where over the years her home has been a respite for hundreds of cats and kittens while waiting for room at Greenhill Humane Society where they can find their ''forever'' home.

Leanne Eggert, DVM
Leanne brings to CVC her experience and expertise in veterinary medicine and surgery, feral cat overpopulation problems /solutions, and an understanding of the needs of under-served animal populations in Lane County. Leanne holds a BS in Biochemistry from Lewis and Clark College and a Doctor of Veterinary Medicine degree from Oregon State University College of Veterinary Medicine. She is a staff veterinarian at Veneta Veterinary Hospital. She has served on the Board of Feral Cat Coalition of Oregon (FCCO), a non-profit mobile surgical facility that travels statewide to spay / neuter feral cats. While a veterinary student in Pullman, Washington, she started the non-profit Feral Cat Solutions - a trap/neuter/return program. She volunteers her medical and surgical services to Heartland Humane Society in Corvallis, Pro-Bone-O, FCCO, and has volunteered as a spotter for disabled riders with Palouse Area Therapeutic Horsemanship. Leanne shares a home in Veneta with her husband, Jon, two dogs, three cats and occasional foster kittens. She is very excited about the recent addition to her family, a new (human) baby.

Juana DormanJuana Dorman
In addition to her ability to speak Spanish, Juana brings to CVC her extensive accounting experience which includes budget preparation and cash flow projections...  As a native of Peru, she graduated from San Marcos National University with a BA in accounting.  Her accounting work experience spans more than thirty years.  Juana has also taken Spanish Translation courses to learn a skill that she is eager to use to help CVC better serve its Spanish-speaking customers. Juana lives with her husband Bruce in Springfield, near Alton Baker Park, where she enjoys a weekly six mile walk.  Juana is also an avid swimmer and hopes to bring that same energy and love of sports to her work with CVC.

Sandy SmalleySandra K. Smalley, DVM
Dr. Sandra (Sandy) Smalley has a B.A. in anthropology/archeology from the University of Michigan and graduated with honors from Michigan State University College of Veterinary Medicine.  She has practiced in Eugene since 1979, and has owned Edgewood Animal Clinic since 1994. Dr. Smalley is active in the Lane County Veterinary Medical Association and does volunteer work with the Feral Cat Coalition and Pro-Bone-O. She is one of eight elected regional directors of the Oregon Veterinary Medical Association.When not at work, Dr. Smalley enjoys gardening, golf and walks with her two Labrador Retrievers. She has four cats, who of course run the household. Dr. Smalley is a world traveler, and is always looking forward to the next adventure.

Sandy SmalleyAnne Baden
Anne brings her experience in marketing, public relations, advertising and design to the CVC board of directors. A graduate of the University of Oregon, majoring in English and Russian Literature, Anne incorporated her business, a full-service advertising agency, Baden & Company, in 1979. With Baden & Co., Anne is involved in developing marketing plans, doing market research and implementing plans into name recognition, company branding, market positioning, logo and tag-line development, media placement and full media campaigns. Her clients include University of Oregon Admissions, University of Oregon Athletics, Sacred Heart General Hospital, Pacific Continental Bank, Trillium Health Care and many local businesses. Anne has served on the boards of the YMCA, the South Twin Lake Conservation Society and Pro-Bone-O. As president of the Pro-Bone-O board, she is committed using her considerable skills to provide veterinary care to the companion animals of people who are homeless or living below poverty levels.
